SITUATION & OBSTACLE

A Major State Metropolitan Cyber Defense Agency established a centralized cyber-defense platform for 150+ agencies. By 2024, the 650TB/month ingestion pipeline—publicly marketed as an AI-driven “Data Lake”—had calcified into a “Data Swamp”. The agency faced a “Wizard of Oz” Crisis: behind the dashboard metrics, they lacked the tooling to actually analyze the data they were hoarding.

The “Weed Garden” (Technical): Lack of governance allowed data to replicate 5x unnecessarily, creating massive financial waste without intelligence gains.
