Conducted a “Threat Surface Analysis” comparing the agency’s 5-person security team against the Cloud Provider’s 800-person security division, framing the move as “Inheriting the Defense”

THE RESULT

Shifted the agency’s stance from “Cloud is Risk” to “On-Prem is Negligence,” accelerating the migration authority.

Security is an economy of scale. A small agency cannot mathematically compete with the defensive budget of a Hyperscale provider.
